This week in the news, the Paris prosecutor's office signed a DPA with a Spanish bank, and Anticor is investigating a real estate project near Bordeaux. The Ministry of the Interior denounced a prefectural order issued in anticipation of a visit by the President of the Republic, and the French prison population reached a new record.

 

Abanca signed a DPA: Press release from the Paris public prosecutor

On April 26, 2023, the Paris public prosecutor’s office announced the validation by the Paris judicial court of a deferred prosecution agreement signed with Abanca Corporacion Bancaria, which undertakes to pay a public interest fine of 3.8 million euros. The bank had been indicted in March 2021 on charges of aggravated money laundering of crimes, including tax fraud, for the period from September 2011 to April 2013. > Read article

 

The City of Lormont, Pichet and Clairsienne in the sights of the anti-corruption association Anticor

In the context of a real estate project near Bordeaux, French anticorruption association Anticor raises suspicions about the lawfulness of the operation, particularly about the fact that a plot of land could have been sold to the developer at a price six to seven times lower than the market price. Anticor plans to refer the matter to the national financial prosecutor. > Read article

 

Anti-terrorism laws misused to ensure law and order in France

Following a condemnation by the administrative court of Orléans of a prefectural order which had established a security perimeter based on a risk of terrorism for a visit of the President of the Republic, the Ministry of Interior has advised that this type of order is illegal. > Read article

 

Prison population reaches a new record in April

Already condemned in 2020 by the ECHR for the inhumane and degrading conditions of its prisons, France has seen the occupancy rate of its prisons reach a new high, at 120%, compared to 117% last year. Despite plans to build new prisons, which have been delayed, the figures even rise to 142% in some detention centers. > Read article
