When assets are frozen: international sanctions and the legal labyrinth

A round-table discussion organised during the AIJA 2026 French-speaking conference in Luxembourg, with Laurent Cloquet, Frances Jenkins, Charles Meteaut and Oksana Zoppini, moderated by Stéphane de Navacelle. This was an opportunity to look back at the sanctions regime in the UK, analyse the different categories of financial assets that are immobilised, frozen or blocked, grasp the reality of the operational constraints imposed by banking institutions, and understand the consequences of sanctions on the circulation of financial flows.
